Why no real plans for next fuel sorce?

Both candidates are talking about foreign oil and becoming energy independent. But no one has a good plan. A good way to stabilize the economy is to become energy independent. Can anybody tell me which candidate is better to help the US reach this goal? I would also like to know why you think one is better.
