Do you think some people should be forced to get tubes tied/vasectomy?

my brother is 38 years old and has been a drug addict for 20 years, and he has produced 5 children already by 3 different women (that's the ones we know of) and has signed over his rights to all of them. my parents begged him to let them pay for a vasectomy but he always declines. sometimes I wonder if some people should be legally made to get their tubes tied or a vasectomy. what do you think?
