How high to hang chandelier in stairwell.?

I have an open concept stairwell so their is an open area that is 18' high. When I'm standing on the 2nd floor looking out over the railing towards the staircase should I be looking down on the chandelier, straight at it or should it be closer to the ceiling? If I hang it the recommended 5' from the ceiling for a double high ceiling it would hang about midway down the upper floor railing. Very confused and can't find any pics of my particular setup on the internet. All the advice seems to be either for a dining room table or a double height foyer, neither of which is my situation. Help!
